What is TPS Develops?

Toronto Police Service is committed to investing in your development.

Message from Command



We have unveiled our Core Values and Competencies.

They represent the principles and behaviours that you, your colleagues and our communities told us are required in our collective path towards a vision of a modern, community-centric police service. They are the ideals and skills that you said represents the best of our members and the excellence within our organization.

Over 200 members of all ranks, representing uniform and civilians, together with the communities we serve, participated in the development of these Core Values and Competencies. These behaviours represent the starting point for significant culture and business process change within the Service. As we move forward, they will become the basis upon which we hire, develop, promote and evaluate our people.

As members of the Toronto Police Service’s Command, our promise to you is that we will hold ourselves accountable to these Values and Competencies, just as we expect that you will too.

Over the coming year, People & Culture will continue to roll out tools and initiatives to help support you, your leaders and our organization in successfully embedding these values and behaviours in all that we do.
